Non-establishment prevents institutions and systems from favoring particular religions, free exercise allows individuals/groups to choose beliefs according to conscience without state interference.
"Individual freedom is important but it is only sustainable if systems are also free. Separation of church and state means systems are neutral toward religion and individuals are freedom to choose their beliefs according to personal conscience. "
